BV the "master" was played by a guy named Seamus O'Brien. The amazing thing in that he died a year after this movie was released from stab wounds.

I saw the scene from Tank as a preteen. It has always stuck in my mind, but I never knew what movie/show it was from. It was only a few years ago where I finally described it to RG and he was like, "OH! You must mean Tank!"
