The example he used: In Singapore they use caning and it has taken their crime rate down. (yep he went on to explain what caning was to the audience just for a bit of shock value i'm sure it was amusing) The punchline was that they can't use that everywhere though..take San Francisco for example. If they started it there crime rate would go UP 800 percent. 
Hope you at least get a little chuckle out of that as I did.

Cute story...hyperbole aside,I wouldn't want to experience one stroke of a judicial caning....that is SERIOUS business...I'm certainly no cane junkie...the only time I had "six of the best",I was in London with my boyfriend...I do remember three things about the experience....the girl's name was 'skinner',I know,too cute by half...I was in agony for at least two days...my boyfriend was tracked up so bad, he wanted to go back and beat her up....
and that was from some part time college girl....not a 200 pound guy swinging a piece of rattan soaked in brine....
