If you click on the UserCP (user control panel) at the top of the page...near the right hand side next to the search button you can access your buddy/ignore list and add him there. (it's on the left hand column)
It just so happens that same person is the sole resident of my ignore list as well. I'd imagine he's on lots of lists.
Also at the bottom of the forum is a "contact us" link that you can use to complain directly to the people who run the site.
