I Don't Believe So
I started school in 1960.
I observed a spanking on panties in the hallway, a girl was leaning against the wall with her skirt around her ankles, being spanked by a teacher. There was no adult witness.
I would be amazed if there were naked spankings in those days in the US.
Nudity was a big deal then. I have read "accounts" online, but I suspect those are fantasies.
