Based on the TV game show, but with spankings instead of money.
Game setup:
a Bottom is a contestant.
Up to 5 Tops are "prizes". See below. They also serve as the Bank.
A Host, who communicates with the contestant and the Bank.
20 Cards, but unlike the show, they are grouped as 4 groups of 5 cards:
1 group of numbers (2, 10, 25, 50, 100). This determines the swat count
1 group of numbers 1-5, and a display of Implements are numbered 2-5. They are displayed, and represented by the cards in the second group. Number 1 represents a hand.
1 group of numbers 1-5 and a list that includes 3 positions, a pair of underwear is 4, and a pair of jeans is 5.
1 group of numbers 1-5 and a list of up to 5 Tops. If fewer than 5 Tops available, then the favorite tops be listed multiple times.
Note: Playing cards could be used for the cards with A-5 of each suit

Play:
Contestant choose 1 card from each of the 4 groups. These 4 cards are the PUNISHMENT. Nobody views them until the end of the game. These 4 cards represent the punishment the Bottom will receive. Rest of the cards are shuffled and delt out (different from the TV show)
Object of the game is for the contestant to negotiate a lighter punishment that what he thinks is in the 4 cards.
Host asks play to choose from remain cards 1 at a time. Each card is displayed for contestant, bank and audience to see. Of couse
After 4 cards the Tops offer a deal that they think is HIGHER than the remain cards. this is the DEAL. This is told to the Host secretly.
The Host repeats the deal to the contestant and audience.
The contestant can accept the DEAL, or reject it, saying NO DEAL.
if the contestant accepts, then the punishment is given and the game ends.
if the contestant accepts, then the contestant continues drawing cards.
The Bank offers new deals after the:
8th card
12th card
(optional. 14th card?)
15th card
If the contestant refuses all deals, then the PUNISHMENT cards are displayed, and the contestant receives PUNISHMENT.
If one of the cards is pant or underwear, then the contestant keeps on his pants or underwear and chooses a position.
Otherwise, the PUNISHMENT will include a position card. the spanking is on the bare but and the bottom will assume the position on the card.

An example would be
25-2-4-5
Top #4 (maybe CC) would give 25 swats with implement #2 (maybe a paddle) to the bottom in a position of the bottoms choice (on a bed) with her pants on.
