Billy, I think you're thinking of "Happy Valley". The canings in that series are really harsh.

That was the programme I was thinking about and you are right the caning was very harsh and non consensual. Hardly what you would call erotic but sort of caning would have been used to deal with workers in Kenyan plantations at the time who were treated little better than slaves.

Moving away from the harshness of the caning, it was one of the few programmes in the late 1980's that actually depicted spanking of any kind in the UK that I can remember.
